SHORT-TERM RENTALS
What We Heard
Many residents of the Village are divided on how
to manage Short-Term Rentals. Consultation with
the Advisory Committee, Village staff, and Council
throughout the development of the draft Plan has
led to the regulation of Short-Term Rentals as a
key direction to support the Big Moves, affordable
housing strategies, and economic development.
What We Know
• 405 housing units needed (for permanent
residents) according to Housing Needs Report
• No way to tackle affordable housing or housing
shortage without some regulation of short-term
rentals
g Why? Market for Short-term rentals (STRs) is
too strong, easy to operate with low overhead,
few regulatory barriers, and there’s a lack of
available land for Village boundary expansion.
• STRs are a commercial use. There is a need for
commercial investment in the Village’s Downtown
and highway commercial areas. Purpose-built
overnight accommodations, including STRs
could help stimulate investment and increase
commercial tax revenue in these areas.
2 Types of STRs
1. STAND-ALONE
• Whole house or apartment used
as STR restricted to areas
• No owner (or long-term tenant)
on-site / non-primary home STR
2. PRIMARY RESIDENCE STR
• Owner-occupied or long-term
tenant on-site
• Allowed in all residential &
commercial zones (see map)
• Part of house or a secondary /
accessory suite used as STR
• No size criteria (doesn’t have to
be smaller than principal unit)
• Long-term tenant should be one
of the contact person(s)
Draft Policy
1. Focus stand-alone short-term vacation rentals as per the map.
2. Allow existing stand-alone STRs to continue in other areas (yearly
business license renewal), but no renewal after the year 2030.
3. Allow primary residence (“owner occupied”) STRs in all
residential areas as a secondary use.
4. Investigate higher application fees for stand-alone STRs to offset
added enforcement costs.
Anticipated Benefits
• Helps the Village reach its housing goals by
increasing affordability and availability of housing.
• Encourages redevelopment in the Downtown and Hwy 93.
• Addresses citizen concerns of STRs in established
neighbourhoods.
• Encourages more permanent residents.
• Allows Village to tax most new STRs as commercial businesses.
• Creates opportunities to turn older hotels into STRs rather than
single-room occupancy rentals.
